Determine the concept of the game and what engine/library we will use.
Create concept art for finished game. Determine what features are absolutely necessary for a minimum playable game. Priorities "extra" features to be done after game is playable.
Basic, incomplete "tech demo" with placeholder art.
Complete, minimal implementation.
Complete game with extra (non-essential) features.

Procedural Content Generation to help make the game better, faster.

The key, if we do that, is to use existing generation tools. 48 hours isn't going to be enough time to write them.
