story, world, stage, AI

Hello greetings,

i just got here after questioning about AI...
and i am convinced that a good AI comes from a good story, world and character, 
basically a game is made out of a solid world and story.

Question is, how do you write a game like RPG?
Do you outline the skill tree, activity first, considering the user end's enjoyment
Or the storytelling first and let the technology spin around the story
all based on the duration of the game's age and how much can the game do for an amount of player?
