From the screenshot you have posted it seems like you are still on Blender version 2.49.
Get the new Beta if you want to get into rigging, quite a few things concerning that have changed, and you don't want to learn outdated stuff right?
I am currently trying to update my old humanoid rig to a really cool blender 2.5 version, but I am also quite a newb when it comes to rigging.
Yea i actually have 2.5 but im so used to the interface on 2.4x its hard for me to switch over. Also I've had a few crashes mid session on 2.5 that gets frustrating at times. But I am working on learning the interface, because i want to take advantage of the new features :)
