I got clarification via email that by-3.0 is the correct license.

They were made for the side-scrolling action RPG Ardentryst.

This pack includes

• bold white left, right, top down arrow with black outline
• an "A" magical circle in yellow, white, light green, red and light blue colors
• swarms of birds, representing passage of time
• a shaded edit pencil icon
• a shaded heart icon
• A shaded blue wizard hat with stars on it
• a sword icon
• a crossed out sword icon representing inability or prohobition to attack (a friendly npc?)
• A red targeting reticule as well as a green targeting reticule
• Green (pressed), blue and grayed out blue (retorted) rounded cornder square buttons
• Semi-3D Leave arrows that indicate 8 directions: left bottom left, bottom, bottom right, right, top right, top and top left or north sounth west east northeast southwest northwest and southeast
• A white glove hand hand arrow/pointer pointing to the left
• A green smudge, sludge or leaf cursor
• A tiny downwards and upwards black triangle arrow, probably for scrolling
• A fancy solid triangle white downwards arrow
• A Right facing white arrow with gaps in its base which might indicate fast forwarding or just some other kind of continuing
• A sign that might be for a shop with perhaps "$" written on it or "vs" for an arena location perhaps
• A simple downwards triangle white arrow with a black outline, could be for border scrolling purposes
