If giving credit is not mandatory, you might want to consider using CC0 instead of CC-BY, as CC-BY does indeed force the user to give credit.
Well I said this somewhere else before, I won't be going after people that don't give any credit but I would still like them to credit. In some projects though it might be impossible to credit and I don't really mind that either.
