http://www.newgrounds.com/art/ - Art suitable for games are under Filters -> Developer resources
http://wiki.creativecommons.org/Content_Directories - A long list of Creative Commons content directories.
IMO there is a lot of free-to-use content on the web, the problem is to pick the quality stuff.
