Ahh, well I should probably really have another look at this.
When I made this two part rig I was pretty oblivious to any problems this would cause, and right now I think it was probably a bad idea.
However if I was to update it (sorry no promises, since I am really busy in "real-life") I would probably have a look at the relatively new animation retargeting system in Blender:
Mega lo Mania was one of the best games back then... I spend way too much time playing that ;) I hope you got similary hilarious voice messages too though ;)
Have you thought about something to actually improve on the old concept though? Would be a pity if it was just a strait clone...
While your tutorial is very 2D art centric, I would like to add that using blueprints or orthographic pictures (drawing/photos) as reference image plains inside your 3D program and "tracing" them in yxz orthogonal view can help you a lot in 3D modelling too.
Besides, on the webpage it still says that the exact requirements are still to be made/not published... thus I see no problem in including a 2D normalmap as a requirement.
Hmm, I have another comment/idea: Maybe it would be cool if one of the requirements would be a 2D normal-map? I know this sounds crazy at first glance, but you can make really cool stuff with lightning like shown with this 2D engine: http://www.asantee.net/ethanon/ . And in general, OpenGL ES supporting 2D engines are becoming rather the norm then the exception AFAIK.
Ahh well... never mind then. The already done graphics are for sure nice and having a bunch of extension to them all with the same style is probably great. I can totally see the reasoning behind this type of contest... just the actual topic could have been choosen more wisely in my opinion.
Maybe next time we can focus more on supporting an actual game ;)

That way I imangine one could change the rig for skinning quite freely and have the animation rig retarget it's animation onto that regardless.
