its just an isometric grid. you can download various grids already made some isometric grids already divide the square up to triangles.

you dont have to recreate every triangle but you will have to shade the triangles individually to get the same effect.

or

try making a fancy photoshop brush

I dont know the specifics of that particular game but most browser based games are a compilation of html 5, javascript and webgl.

I dont know the specifics of these languages. Many browsers implement them differently. What works in one browser may not work in another is what I mean. So it can get complicated.

usually when programmers use cars modeled off of real existing vehicles the car company gets royalty. would that be the case with these as they resemble real existing car designs. I would assume if you can look at it and say yea that is a viper then youve pretty much copied an IP.

The walk animation looks like it has junk pixels around the edges. On a colored background that white outline will look terrible. Any way yuu can get the original and remove the background layer first.

Thanks Surt. I thought maybe I could do this view in 2d but because it has perspective then doing it in 3d and changing it from ortho to perspective view seems to be the easier route. I dont think you could do this view in 2d and still make the perspective sizes of the items on the board look correct and be the correct size. At least knowing a little bit about what the stuff is called it makes it easier to research it more.
