I remember first seeing an eye creature like this in everquest 16 years ago. I was like cool an eye. It was just sitting there floating there. So I ran up to strike it with my sword and it turned around and charmed me. lol. I remember looking down and seeing the message like "you no longer can control yourself".
That was the first time I saw a monster of this type.

krita and gimp can both do what you ask. I prefer manga studio. also called clip studio paint. its 40 dollars and makes really nice linework. much better linework then krita and gimp.
I think the hammer seems small due to most games making them huge most of the time. Something you would wield with two hands. I was not aware that they are as small as a tomahawk though. very interesting.
That link you gave me is set to search by revelence. But if I go to opengameart.org. then choose browse then 2d art it sorts by favorites.
You might get a better response with examples or portfolio of your art. I can do stuff is about what your post amounts too.

the shield reminds me of the transformers logo for some reason. Its hard to comment because most of the images are so small.
If you go to his website there is a cool tree making pdf for 99 cents. It is helpful if you want to modify these trees.

The health/magic bar in the upper corner looks out of place. The original tiles do not go with the tileset you made.
