Well for 3d art for a decent artist just starting out is about 15.00<= very low end if you get lucky to 20.00 an hour
As for an astablised artist starting rates are 25 and up from there. Keeping in mind that's the industry standard for a very good free lance artist
A high end 3d artist like someone from a well know company with high end title's under there belt it's going to be a lot higher
Best thing to do is go to a site like polycount an ask or see for your self. (freelance section) But beware if you post a job there and try low balling you may get a very unwelcomed response.
They take there job very seriously! Like most artistic people, that work for a living, they put there (heart and soul) into there craft.
Ps Location is also an issue, if you are able to hire some one where wage's are lower it will be cheaper also. But that go's with out saying.
I could do the work in 3d and render in 2d for prof of concept. Then the work could be printed and applied to chits.
Or you could print them at any thingy\3d printing web sight or if you can find someone with a 3d printer.

or you could find someone that can do the same with lower details (I'm more of a high detailed 3d sculptor using concept images as refrence) and you could probably find medium to low poly work fairly easy just about anywhere. I could still do the work at this level
Hey medical S I didn't want to take over this persons post but when you guys started talking about horse trading I thought it was good idea to post before it was lost in the old topic dungeon.
I did start one on unity site before the switched over to everyone not being able to post stuff Only got one taker and that didn't pan out very good.
As for my part I can do portrait art 2d background and items in 3d then rendered as icons or a paint over to look like 2d pixs or lowerd bit, any and all 3d workwork high poly low poly retopo rigging animation UV map texture blah blah
as for what I'm looking for is a c# for unity script
Hey TheNess that looks pretty cool a lot cooler then I first thought ( I was using Irfan with the built in settings changing the bit color levls )sense this isn't something I need right now. But this looks to be more viable for this kind of work I'm more of a 3d artist but that may bridge the gap into 2d pixal art I may give the free version a try

Im looking for others also ! I have a few ideas i've been kickn around prefer an isometric game point click style
Tryed to enter a few others but time constrants are a bit short for 3d work this was a rush job.
Also I think the OGA banner should just be open to submisions would be cool if there were a bunch to choose from
