Assuming that you agree with me on that and the above bases do not work for you, do you want to learn how to do it yourself or do you want someone else to make them for you? "Help" is an ambiguous term.

MedicineStorm I found a decent way to find "gentle" songs. Do a search with "Joth" as the submitter. I think you will find that a lot of the results qualify.

There is no easy way to find music on OGA. You try your best with the search engine (or give up and use it as a license filter only) and then grind it out. There is no way to see a preview of the songs. You have to listen to each song you choose to give a chance to for a few seconds just to know if it was worth setting aside as a cannadite. Then when you have your canadites they never go together. You always end up letting a really good song or two go just because it does not sound good with the other songs.
If you want your songs to be as helpful as possible do not make "songs" make "OST"s. That way when someone stumbles across one of your songs and checks your contributions to see if you uploaded anything else like it, they will find your other songs that go with it. This greatly enhances the chance that any of your songs get used. This is the difference between a random sprite sheet and a LPC sprite sheet.
Oh, also use the collections feature. This lets you tell people who are searching what songs are in the "OST". Plus you can include songs you did not upload in your OST this way. This has the benefit of if I stumble on the other person's contribution it will list your collection (which has your songs in it) on that page. But please keep the license options consitent in your OST collections. There should be at least 1 license that applies to every song in it. It makes the legal side of game dev simpler to not have to use 3 or 4 different licenses.

Well, just as a logo can uniquely identify a game or studio, so can a particular piece of music or sound effect. Think of logos that have a unique song or sound that play with them, like the old 20th century fox fanfare.
I forgot about sounds/jingles on logos. That is an extremely valid exemption.
Rules got pretty detailed, if the stictlers out there would care to review them and give me their feedback that would be great.

Rule #1 "Game must be made from the start of the jam. Planning ahead is okay." This is stricter than the summer jam. Was that the intent? In the summer jam we were allowed to get our assets ready in advance as long as we did not start programming (even on game engines). This strictly interpreted means I can not start making assets until the jam starts (though I can still do the concept art stuff). This has no affect on gathering assets, tools, etc. You just can not put them together or make any.
Also what about single picture assets (rpg enemies, profiles, some levels, gui, etc.)? If I draw out a nice concept and I like how it looks do I have to redraw it once the jam starts?

Rule #3 "A URL pointing to the asset on OpenGameArt.org" In the case of a derivative asset: the original, the derivative, or both? License text may affect this.
Rule #4 "Logos, title screens and title music are exempted from Rule #2 and Rule #3." Why is the title music exempt? Can I play the title music during the game? How many songs can I use for title music? (Trading card games teach horible things...)
Other Questions:
How should we handle teams? I know we had some in the summer jam, but the rules have just kind of ignored it. My guess is that one team member is chosen to "enter the jam" and that person is in charge of posting on itch.io, turning in the game, and makeing sure the games get rated (regardless as to how the rating is actually done (split vs average)). Each team (even solo) gets a vote not each team member.
Is windows playable required or just highly encouraged.
Can we start planning now?

I think web playable only should be allowed. They can still be played on windows and made up 7 of the 20 entries this year. You might want to consider a restriction on plugin requirements like flash and unity player. Other than that, I think it is good.

I like characters so I would lean toward a mascot platformer or rpg like game, but I have never produced art at that scale before so I am open to suggestions.

Though, moving the summer one a little earlier in the year might be a good idea. As it is I feel like "What? We just did one of those!" and unfortionately the fall one just can't be moved any later back. : /

Doing this would encourage people to particpate in those more, which I feel is good for the platform. However, if we get too strict with the art requirements I worry we would end up losing entries like "Deymon: The Traveling Mercenary" and "Kymiball", which realied heavily on not open source characters. Granted we might get something cool in exchange, but I doubt that moving the OGA Game Jam further away from a typical use case of the website is a good plan.
Speeking of art challenges would it be possible to see two art challenges a month please. I would like to keep the current ones (but on a regularly scheduled basis so I know when they are), and add a month long one every month for people who spend more time on thier assets (like 3D modelers tend to do.). I also think it would be cool to see the art contest use a Grand Prix scoreing system for a seasonal/annual art challenge winner so we see people participate in more challenges. Probably not the place to ask, but I do not know where is.
@Spring I beat Deymon in time to rate it. The boss can be easily beaten at about level 5. You know you are ready when all of the common enemies stop doing any damage unless they do a charge attack. The grind is not that bad, but it kind of messes up the experience.
