In the two submissions in the original post, the spritesheets appear to RPG Maker edits.
Edit: Specifically, they appear to be RPG Maker XP edits.
I have no idea about the profile images.
Note: I get the same error that Xom Adept describes when I use the "Report Spam" button. After refresh, the message "Unable to send e-mail. Contact the site administrator if the problem persists" appears.
You can follow their Twitter feed for status updates, but it isn't updated very often. (sorry, you already knew about the Twitter feed)
Also, almost everything hosted on OpenClipart.org can be found on clker.com. Submissions imported from the OpenClipart library are labelled as "SHARED BY: OCAL".
Do I just do a search for the tag "My Summer Time Thing" or "Challenge" to find all the (correctly tagged) submissions? What about old challenges? Won't they be tagged as "Challenge" as well?
The Openclipart Library (OCAL) is a great source for icons. Everything there is licensed under CC0. Unfortunately the site is down at the moment & has been for a few weeks due to a DDOS attack. But just about everything hosted there can be found on clker or wpclipart. I believe everything on wpclipart is CC0/Public Domain. On clker, if it says "SHARED BY: OCAL" then it is from the Openclipart Library & licensed under CC0. I'm not sure about the licensing of everything else on clker, it might be CC0 as well.
Edit: You will likely have to animate the icons yourself, but that's not too hard. Here are searches for "alert" on those sites:

Requesting bump for Pigs Rework submission.Changes:2019-09-23: created pigletThank you.
Devs are working on an updated OGA site. But progress is slow as I think Botanic (if I remember correctly) is the only person working on it.
Agree, water challenge sounds fun. :)
Please do another challenge soon after this one gets over... pleeeeeeaaaaase. <3
Okay, I've got the search thing figured out. And if previous challenges used the same tags, I can sort the results by date.

Here is an example I made from this warning sign (CC0 if you want to use). Animated & exported to Gif with GIMP:
