I think they are nice, but it might be better if you can have a bit more time between waves. Also randomising this time seems to be a good idea.
I just have the fear that this waves take too much attention from the player away to the real parts of the game.
The time between frames is really up to the person using them as is the frame order. So anyone should be able to make the waves appear more random, if they so wish. I disagree with you, having more movement in what would otherwise be a static background should help to make the world more believable.

Do i need to use all 3 of these PNG's to animate the beach tiles? Also you say 5 frames but none of those PNG's have 5 animation frames. I don't understand what you mean by 5 frames. I'm sry i got i little confused
