The XP Generator. That is Macks sprite generator base. It is not "Enterbrain." Enterbrain had an add on chibi generator (Chibi Chara Tsukuru (ちびキャラツクール) character graphic generator was released on 2008-03-14 as freeware.). They Integrated character generator in RPG Maker VX Ace. If the clothing is from Mack too, then they are legit. I remember checking the rmxp sprites and the clothing, hair, body, and everything. What I checked was not Rmxp material. They are compatible with the Rmxp engine though.
Mack Should be credited for the base sprite, but I do not know where the clothes came from in your program. Macks sprites cannot be shared on sites like OpenGameArt. They can be in the generator and be in games.
Sounds like OGA is being Hypocritical. It is irrevocable. No "religious blessings" are needed. The author has not asked for it to be taken down. You only, "encourage us to respect the wishes of the artist." No submitter has to follow any such rule. The only way this can be resolved is by Harold Azmed because he is the only one allowed to order a take down according to OGA rules.
Taking it down would mark every post not by the author as unresolved. Good luck contacting thousands of people because I have seen tons of posts with art licence changes to NC. I have downloaded over 20,000 free resources from OGA over the years. I know what I am talking about.
It does not really matter to me though. I already have the free music from Harold Azmed. I do not see the point in being a necromancer. This topic is one year old? Why revive and try to delete it?
They say, " We kept the Pokémon style game play, but are no longer infringing on Nintendo's copyright." Look at the image. I would say it is not legit.
Just contact Fakemon creators and ask them. Many probably do not even know about creative commons. Most Pokemon based creatures are based on real creatures or fake ones. Simplified manga monsters are not hard to draw because there are tons of references online to help.
0. You must make it easy for people.
1. References: Find many pokemon and Fakemon that could get people inspired. Fair use exists for non-commercial use in Japan and press. No mater what others say. People can get inspiration to make orginal art.
2. Community: Build a fancy looking forum that will hook people. Make sure to state that only inspirational references and commercial use creative common licenses are allowed. Proboards a free forum that is free and very easy to use.
3. Scout: Locate a bunch of Fakemon creators. If they say no, then by the power of FAIR USE you may use their work as references to create orginal art.
4. Message: Make one good message to send to the creators you located. Make sure not to spam.
5. You might have to output many fakemon and locate pokemon communities to share them in.
Changing a persons mind to make something free is like trying to swim to the moon. They either will or will not make it creative commons. This would be different if they are planning to sell their fakemon. In this stage you could convince them to use creative common because they could get support on Patreon for making art for free.
The only reason I will not help with this is because I am tired of turnbased monster games. What this world needs for once is an ARPG monster game, but that requires real effort.
"However I am not a layer."
I hope you are not "layer." You would not be human if you were a program layer.

I do like these programs though. Nice generators.
File "sentry.png" is corrupted. I see no sentry units when opening the source url image either.
"Recent contact with with the author expressing surprise and concern."
Oh. My bad. Feel free to take it down if that is what the author wants. I just thought there was some trolling going on. Haha
Strange... I had to disable rich-text to comment...

I will admit that it looks good, but I see no source code or free art packages.

"i am sorry but I couldn't get a sreenshot :( so I just put up a sand texture file."
Thank you. You made me laugh today. :D
Now that is high quality art.
