Even when I intend to use my own pallet I often will use Dawnbringer's to help me slap down the idea before I tweak it to suit my needs. I think themed pallets would be really useful. I'm not the best in creating pallets either but I'd bet if you brought the idea up over at pixelation you'd get some really great help especially if you have something to start with and people just need to test it out and suggest tweaks. It's how Dawnbringer and Arne got their 16 color pallets to what they are now. Their pallets are both pretty bright and colorful, I don't know that we'd need another one of those, but the other ideas for pallet themes would be good.
I can't read Japanese at all, but judging by what I see on there what they're saying is that they're just displaying the work they've collected from other sources and that they're not putting any additional restrictions on use. If you find a resource from there you want to use I highly encourage you to find the original creator's site and see if you can find what the licence is from there. I do know that anything that's an edit of RPG Maker's RTP (the resources that come with RPG Maker) can only be used in Enterbrain products regardless of what the editing artist says.
Some of the art on display there is actually a preview of art made for the RPG Maker store. Some of those can be bought with a "Non-RM Licence" meaning you can use it without the "only RPG Maker" restrictions. Here's the link to the store: http://www.rpgmakerweb.com/products/non-rm
I find your strawberry ammusing, Bart. The second image may not be very red and lost some of the nice dents around the seeds, but it's actually much better from a color theory standpoint and would look really good in the right setting.
I'm pretty surprised with how well that converted too. It needs a little work but looks pretty good and would take a lot less effort to fix it than it would to start over.
What we all should learn from this is that a good artist can even make existing art work with a different pallet and that Dawnbreaker is awesome.
All I know about Steam is that it's where you go when you already have a big enough following to get greenlit by your fanbase alone. It's not somewhere to go to get that fanbase in the first place. Maybe Big Fish or JayIsGames?
BTW, I'm not really a game creator, I've just picked some stuff up from hanging around a bunch of them all the time, so it's all second hand information.

It's like saying "You're not important enough for me to read your rules, but I'm important enough that you should drop everything and restate them just for me." If you've read them and just need clarification or are asking something new, that's fine. I answer those right away.

That would pretty much be things like console restrictions and Dawnbreaker's paletts wouldn't it? Isn't that what the collections are for?

The bottom set has a similar feel to the art in Star Ocean. It's unusual in a good way, I really like it.
