All those licenses CC-BY, GPL etc are very permissive and allow you to use the art in any way you see fit. You can modify the art, redistribute it, use it in a commercial game, etc. The only requirement is that you credit the original artist(s) somewhere in your game.

Yes
- can I use this material to promote the project on indiegogo?
Yes
- can I use this material in a commercial project? (full version of the game).

I spend ages on this LPC female orc...would love to see a portrait for her.
I keep an eye on other games that use the LPC assets and I've noticed they tend to use the male Orc only :( I've yet to see a game with a playable (LPC) orc character.
(I also hope you're going to use some of the more dark-skinned characters from the LPC character generator)
Coming up with fantasy character background stories is not my thing...

No, no updates. Some new content for LPC still pops up on opengameart now and then though.
Check the licenses, should be a link on each asset page or on the repo.

CC-BY-SA3 implies you can use if for commercial purposes, just be sure to credit the artists.

I do remember coming across this issue duing the LPC competition.
I couldn't figure out how to correct it in Tiled either, so just rejig the tile map until the pieces you want are in the right place.
