Exporting an image with the "ufo-battle" palette results in the same palette as your "U_EXT01.bmp" so is that the correct palette then? Your "Battlescape.Png" looks more like the UFOpaedia palette.

My Steam copy doesn't have "U_EXT01.PCK".
