Try and remove the "x'es", or replacing them with round buttons, also try a more desaturated and less grating orange color, or add layers of shading in between the orange and white ^^ try perhaps also making the "seats" slightly darker than the rest to give a greater feeling of depth maybe.

And I think you should maybe add a little instruction on how to play. Just flash it on the screen for 2 seconds or something. No need to make an in depth tutorial.
I think you should try and identify what you feel is "missing". Maybe make a sketch or a description even about how you would ideally want this game to look. What feel you're going for, what styles you're inspired by, and so on.
An attempt at a style, however this is possibly too cute for you, I neither know if the character resembles what you want because you're not describing that in very much detail. Still, I came up with an attempt where the uniform resemlbes MGS1 and the other earlier Metal Gear games a bit. My main source of doubt is the eye, it might be a bit too cutesy like I said, but it's up to you to judge ^^ even if you find the entire drawing worthless and would rarther go with someone else, just say ^^

It's looks so cute! I don't see what's wrong with the art style at all, it's very appealing in my eyes.
