You can enter an android application however we strongly recommend making sure that your program run on modern flavors of GNU/Linux, as all of the judges will have access to it
If you can add the original layerd files as well that would be awsome :D
Also the obj seems to have some lost data (smooth groups specifically), if you want to upload the original or some other formats as well that would be cool.

What liscense specifically are you asking about, pretty much every "free-as-in-freedom" license should be compatible with one of those 2.
There seems to be some nasty lag when you go and try to zone up from the starting point

You could also download blender import the obj and just fix the smoothing, that may be easier ;)
