Can't say i ever heard of something like that, it depends on the assets themselfs, whether they were commisioned for the game and the dev paided for an exclusive license to use the assets done by the artist, or paid for them out right, so depending on the license will possible determine what the dev can actually do with the assets, or if the dev owns the rights to the work then maybe its possible for them to 're-sell' them to you for use. depends on the agreements been made between both partys.
It wont hurt to ask i suppose, not sure how that will pan out.
Why not search here for an artist you like the work of, and PM them asking if they would be interested in doing the work for you, if you let them know what sort of budget you have, or create a thread seeking. You may find you get a better response then trying to get a response from messaging all the indie devs you ask to use their assets. Be descriptive, show screen shots of what you want the work to look like,pixel/vector etc, what actions you need, a little bit about your project. The more we know the more we can decide if we can help you, and beleive it or not, if the project sounds interesting enough you may find an artist that may work with you on the project and work for kudos/credit or another agreement. it's a long shot but it does happen. :)

The reason you find few of them is there doesn't seem to be much call for them, or there isn't the monetary value to do them from other artists. Because most developers or hobbiests only do platformers and rpg type of games, thats where the 'bread and butter' is. :)
That said, maybe if there was 2D scrolling beat em up sprites we would see more of them on the game markets and encourage others to do create them.
Perhaps now you have asked and highlighted missing material from OGA, then the community may add them here in the future. I'm going to do some, but they will be more 'double dragon' style(8bit), and i wont be dong them at least until November this year.
Maybe leave a request here of what you need and someone may do them, and if your willing to pay for them, then make an offer for a commision. :)
As long as you make some changes or modifications it shouldn't be a problem, you just can't use them 'As is' and re-upload them to lets say a site like 'OGA', or have them in a saleable/redistributional format. As long as you make the changes or deriative there shouldn't be a problem with having them licensed under a CC0 or GPL license as its becomes your work. Thats how i understand it. I couldn't find anything that says you can't, but please let me know as i sometimes use pixabay for reference and stuff, so if i have missed something or if you could point me in the right direction, id appreciate it.

Like most sites like Pixabay i would urge caution, because you cant always be 100% the uploaders have any rights to the image's they use. Its always a good idea to check and check again so you can be sure yourself that its good. If you have any doubts at all, then don't use an mage. :)
Theres nothing wrong with the jam Spring. People will participate or they wont. As MedicineStorm says, theres a potential 29 entrys that could come from this jam. You could get a surge of entrys towards the end. its no way a disaster. I was taking part in the jam, but i hadn't actually clicked that, 'Join Jam' button. obvouisly I can't now coz of my hardrive stuff, but i was in there trying. Spring is a tricky month i reckon, i mean, my kids are on half term for 2 weeks, thens theres Easter, so theres a lot going on. Even if only one game gets submitted, its assets used from the OGA site, and potential for some new assets as a result, i'm sure there will be more. you set the jam up well, so well done for that, its a bit of experience for you if you host another jam of your own or another one for OGA. Always a positive in to take from something. still 10 days to roll, perhaps if anyone wants to show some WIP's, just post them here, il love to see some stuff! :)
well, ive just had the dreaded hardrive failure, so thats me out. completely gutted in so many ways. why i why i didn't back up my gamemaker projects with my other stuff. what a complete .............
You know what, I hear you loud and clear, and the depression part too. As much as i love game development and creating Pixel art, reading, researching and everthing, it very much hides or musks what is actually going on in my life. It is an 'Escape' from the reality's of my real life, and the more stressed or depressed my real world becomes, the more i bury my head into my game development world. i suspect you may be the same. Over the years though i have come to realise that this is not so good for me, my family, or my game development and there was a cross over where my 'real world' was meeting my development stuff and i found myself being just as depressed if not more because of the monotnous way game develpment is and can be, it is, espcially when working alone, a very lonely place. You situation is probably most likely somewhat different to mine, but depression is depression, and it has many forms. whats important is if you can find help then use it, i did, and i am so much better for it now,just talking to someone, or even just to have a bloody rant! and let off some steam now and again works wonders. :) my poor Pug gets moaned at all the time. :) but he don't judge me for it bless him. anyways i could go off on a right tandgen here and talk a load of rubbish.
in short:
take a break, break up the monotomy, try not to take on to much, eat well, excercise(nice walk) and don't sweet the small stuff. what will be will be. :)
You do have to have a lot of pateince and perserverance. I know it's all easy to just keep going at it and you feel it's not moving fast enough, and the motivation can be lost, espicially when coming up with new ideas during development. My advice is to take a break and come back to it, i found myself working a lot faster and progressed better when i took a break from my games im working on, instead of grinding it out for hours staring at a PC screen to not actually getting anything done. Monstropolis is a prime example, ive spent many months/years working on it, but not getting anything done because my motivation was with another idea i had. So i worked on that idea, and then the next, but i went back to monstropolis as intended and my work flow was so much more better because of the break, i got more done in a week than i had done in a month. Not saying it will work for you, but think im trying to say, don't rush it, and if you need/want to take a break from a game, then do so, it's perfectly fine, don't put unesscary pressure on yourself because it's really not helpful to your game or your wellbeing, and can be quite demoralising at times, if you ever feel that way then its a good sign to take a break Spring. Trust me you will feel a lot better for it, renergised and ready to go again!
If you don't feel up to the Game Jam, if someone else offers to do it, then let them if you not feeling up to it, noone will think any less of you for doing so. But if you do do it then thats great. Chin up it will all come good in the end. :)

You know what, I hear you loud and clear, and the depression part too.
